Heorhii Birkadze
Heorhii Avtandilovych Birkadze (born September 30, 1980, in Kareli, Georgian SSR) is a Ukrainian politician of Georgian origin. He led the Brovary District State Administration from 2020 to 2021 and has been an adviser to the President of Ukraine since 2021. He is considered a close associate of Yuriy Holyk, who runs the Great Construction program.
Birkadze has a background in construction. He founded and led Stroy Garant Invest and headed BRK Holding Group. From 2017 to 2021, several companies tied to him won contracts totaling about 943 million hryvnias. He has faced corruption investigations and media reports alleging involvement in illegal sand mining in the Brovary area and possible bribery to protect such activity, including claims of monthly payments around $100,000. He was dismissed as head of the Brovary RSA in March 2021. In 2022 he co-hosted a TV program and later continued working with public institutions on local development and reconstruction issues.
In 2024, investigations looked into leaks of information from NABU to Yuriy Holyk. Searches were conducted at Birkadze’s home and a NABU detective’s home, and investigators seized an iPad. Companies linked to him took part in Great Construction tenders, including the National Military Memorial Cemetery project, raising questions about conflicts of interest. Critics noted trips abroad by participants in the winning consortium before the tender. During a 2024 TV appearance, he misspoke about reconstruction funds, saying “we stole” and then correcting himself to say funds were invested.
