César Povolny, also known as Czeslaw Povolny and listed as Martin Povolny, was a German-French footballer born on 19 July 1914 in Recklinghausen, Germany. He played as a defender for Le Havre AC and came from a Polish family that had moved to France. He was selected for France for the 1938 FIFA World Cup but never earned an official cap for the national team. The date of his death is not known.
