Rubin bin Balang (born 1 March 1963) is a Malaysian politician who serves as Sabah’s State Minister of Rural Development in the Gabungan Rakyat Sabah (GRS) state government under Chief Minister Hajiji Noor, a role he began in December 2025. He is the Member of the Sabah State Legislative Assembly (MLA) for Kemabong, first serving from 1994 to 2018 and again since September 2020.

Over the years, Rubin has held several Sabah ministerial roles, including Minister of Culture, Youth and Sports (1998–2001), and earlier positions as Assistant Minister to the Chief Minister (1994–1996) and Assistant Minister of Infrastructure Development (1996–1998). He is a vice president of Parti Gagasan Rakyat Sabah (GAGASAN), a component of the Gabungan Rakyat Sabah (GRS) coalition.

Rubin has been affiliated with multiple parties and coalitions during his career, including PBS, UMNO Sabah, Sabah BERSATU, and GAGASAN within GRS. He is the father of Riduan Rubin, the independent Member of Parliament for Tenom.
