Wisconsin's 4th congressional district is a U.S. House district in Milwaukee County. It includes almost all of the city of Milwaukee (tiny parts lie in Waukesha and Washington counties) and several nearby working-class suburbs, such as Cudahy, St. Francis, South Milwaukee, and West Milwaukee. After recent redistricting, it also includes the Milwaukee County North Shore communities of Glendale, Shorewood, Whitefish Bay, Fox Point, Bayside, and Brown Deer.

The district is entirely urban and covers about 112 square miles. As of 2024, around 722,345 people live there, with a median household income of about $62,083. The population is diverse: roughly 41% White, 31.6% Black, 17.8% Hispanic, 4.9% Asian, and 0.9% two or more races.

Gwen Moore, a Democrat, represents the district. It has a Cook Partisan Voting Index of D+26, making it the most Democratic district in Wisconsin. In presidential elections, the district has strongly favored Democrats: John Kerry won 69% in 2004, and Barack Obama won about 75.4% to John McCain’s 23.6% in 2008.

Historically, the district’s borders changed after the 2000 census, shrinking to a Milwaukee County district when Wisconsin lost a seat. For the current and future Congresses, the district includes portions of Milwaukee County’s communities, with the exact mix shaped by redistricting.
