Mathew Sampa Mulanda (15 March 1938 – 24 February 2014) was a Zambian politician and brewing executive. He served as a Member of the National Assembly for two constituencies: Bwana Mkubwa (1996–2001) and Chifubu (2002–2006). He was Deputy Minister for Copperbelt Province from 1997 to 2006. A founder member of the Movement for Multi-Party Democracy (MMD), he led the party in Ndola District from 1994 to 2006 and was a Ndola City Councillor.

Before politics, Mulanda built a career in brewing. He studied chemistry at Ithaca College in the United States (1961–1964) and earned a brewing diploma from Heriot-Watt University (1974). He rose through Northern Breweries in Zambia, becoming Senior Brewer, Brew Master, Brewery Manager in Lusaka, and later Ndola. From 1994 to 1997 he was Managing Director of Northern Breweries.

In 2007 he left the MMD to join the Patriotic Front, later returning to the MMD in 2010. Mulanda died in Ndola Central Hospital from diabetes-related complications in 2014 and was buried at Kansenshi Cemetery in Ndola. He is survived by eight children. He also served as Vice-President of the SADC Parliamentary Forum and chaired the National Assembly Budget Estimates Committee.
