Lilia Isabel Gutiérrez Burciaga (born July 6, 1968, in Ramos Arizpe, Coahuila) is a Mexican politician from the Institutional Revolutionary Party (PRI). She served as a federal deputy in 2012. In 2014 she became a local deputy in the Congress of Coahuila, becoming the first woman and public official in the country to win consecutive re-elections. She has a psychology degree from the Universidad Autónoma del Noreste. She started as a municipal political advisor for the PRI in Ramos Arizpe in 2000 and was a trustee on the Ramos Arizpe City Council from 2010 to 2013. She became a delegate in Coahuila of ISSSTE in January 2013, resigning in February 2014. She ran for local deputy in the V electoral district and won, serving in the LX Legislature from 2014 to 2017. In 2017 she was re-elected, this time for the XII Electoral District, to be part of the LXI Legislature for 2018–2020.
