Wilfrido Blanco Mora is a Costa Rican educator and public servant. He served as Vice-Minister of Public Education from 2002 to 2006 under President Abel Pacheco. He worked to improve student safety, increase access to education, and raise student achievement. During his time in office, the Ministry began requiring teaching applicants to show a clean criminal record with their applications. Blanco was formerly a member of the Christian Social Unity Party (PUSC) and later joined the Citizens' Action Party (PAC).
