Conseil supérieur de la Marine
The Superior Naval Council (CSM) was an advisory group to the Navy Minister. It started on December 5, 1889. Members included the Chief of the Naval Staff, the Director of Equipment, the Director of Artillery, and several admirals. The CSM advised the minister on the military features of new ship designs and prepared the staff requirements, including ship size, weapons and defenses, speed, and endurance.
