Victor-David Mbuyi Bipungu
Victor-David Mbuyi Bipungu (born 1970 or 1971 in Zaire, now the Democratic Republic of the Congo) is a Congolese-born Canadian bishop of the Anglican Church. He is the 13th bishop of the Anglican Diocese of Montreal. He was elected as bishop coadjutor in May 2025 and consecrated on October 3, 2025, and installed as the diocesan bishop on October 5, 2025.
Before joining the Anglican Church, Mbuyi was ordained a Roman Catholic priest in the DRC in 1996. He studied at Grand Séminaire Christ-Roi in Kananga and earned BA and MA degrees from Université Catholique du Congo, followed by a PhD in ethics of international relations from Université de Montréal. He moved to Canada to work as a priest and pursue his doctorate.
In 2014, he was received into the Anglican Church in the Congo and served as rector of Cathédrale Saint-Pierre in Kinshasa. He returned to Montreal in 2016 as priest in charge of congregations in Rosemère and Laval and was named archdeacon of the St. Andrews archdeaconry in 2020.
He is married to Neneh-Brigitte Tshiela Ngoudie and they have three children. He speaks French and three Congolese languages and is fluent in English and Haitian Creole. His priorities as bishop include strengthening the diocese’s finances, reforming safeguarding policies, and fostering reconciliation among Anglophone, Francophone Québécois, and immigrant communities in Quebec.
