Teresa Osborne

Teresa Osborne is a public servant and nonprofit leader from Scranton, Pennsylvania. She served as Secretary of Aging for Pennsylvania from May 2015 to January 2019, in Governor Tom Wolf’s administration. She later became a commissioner on the Pennsylvania State Civil Service Commission.

Before joining state government, Osborne was the executive director of the Luzerne and Wyoming County Area Agency on Aging and later served as chancellor and chief operating officer of the Roman Catholic Diocese of Scranton. She played a key role in passing Peggy’s Law in 2007, a package of protections against elder abuse and exploitation in Pennsylvania, which followed the death of Peggy Rogers in a nursing home.

Osborne earned a Bachelor of Social Work and a Master of Health Services Administration from Marywood University. She was active in local efforts as well, serving on the Mayor’s Task Force on Law Enforcement & Mental Health in Scranton and helping launch the Northeast Behavioral Healthcare Consortium, a group that provides services to thousands of people on medical assistance in northeastern Pennsylvania.

She left the Department of Aging in early 2019. Robert Torres became acting secretary of aging after her departure and was later confirmed to the role. In March 2020, Osborne was appointed manager of advocacy and outreach for AARP Pennsylvania.
