Philippine Councilors League (PCL) is the official group of all elected, appointed, and ex officio members of city and municipal legislative councils in the Philippines.

- Members: All councilors from city legislatures (Sangguniang Panlungsod) and municipal legislatures (Sangguniang Bayan) automatically join the PCL.
- Provincial level: The president of each provincial PCL chapter serves as an ex officio member of the province’s Sangguniang Panlalawigan (provincial board).
- Council structure: City councils have 10–36 regular members plus at least 2 ex officio members; municipal councils have 8 regular members plus at least 2 ex officio members.
- Terms: Councilors serve 3-year terms, renewable twice consecutively.
- Elections: The most recent national election was in 2025; the next is in 2028.
- History: The idea began in 1989 with the Metro Manila Councilors League. The first PCL congress was in September 1990 in Manila. Guillermo C. Altuna (Quezon City) was the first national chairman; Ponciano D. Subido (Manila) was the first national president. PCL was accredited by the Department of Local Government and registered with the SEC in September 1990. The 1991 Local Government Code included a seat for the provincial PCL president in the provincial legislature.
- 2020 election issue: On February 27, 2020, the outgoing national board declared a failure of elections after the automated system used for the election failed. Candidates were Danilo Dayanghirang (Davao City) and Jesciel Richard Salceda (Polangui, Albay).
