OEM (International) Limited was a private construction company based in Gibraltar. It announced plans to create a national airline for Gibraltar called Fly Gibraltar, but after several delays the project was cancelled in June 2007, and there is no evidence it was ever a serious undertaking. The company built affordable housing for the Government of Gibraltar, including Nelson’s View, Cumberland Terraces and Bayview Terraces. On 4 April 2007 the Government repossessed the sites after OEM failed to show it had enough funds to complete the work. The construction was then taken over by GRP Investments Company Limited, wholly owned by the Government. Key people were Chairman Robert Noonan and Darren McComb. OEM became defunct in 2007.
