Maguindanao Provincial Board

The Maguindanao Provincial Board, also known as the Sangguniang Panlalawigan ng Maguindanao, was the province’s unicameral legislature. It had 14 regular members and 1 ex officio presiding officer (the vice governor), who only voted to break ties. Members served 3-year terms and could serve up to three terms (9 years in total).

Elections used two districts, each with five seats. Regular members were elected by plurality-at-large voting, where voters could cast up to five votes per district and the top five finishers won the seats. The vice governor, elected province-wide by plurality, served as the presiding officer. Districts generally followed the province’s legislative districts, but Cotabato City was not part of the first district.

In addition to regular members, the board included the provincial presidents of the Liga ng mga Barangay, Sangguniang Kabataan, and the Philippine Councilors League, plus an Indigenous Peoples representative (IPMR).

Meetings were held at the Maguindanao Provincial Capitol in Buluan, and the board operated under the Local Government Code of the Philippines.

The board was disbanded in 2022 when Maguindanao was divided into two provinces—Maguindanao del Norte and Maguindanao del Sur—after a plebiscite. A transition period to the new provincial boards lasted until January 9, 2023.
