Oshkosh, Wisconsin has had several changes in how its leader is chosen and what powers they have. The city was incorporated in 1853 with a mayor-council government. In 1956, voters approved a switch to a city manager system, abolishing the mayor's office and making the city manager the chief executive.

In 1979, the city council re-created the office of mayor to replace the council president. The new mayor had a few expanded duties, such as appointing people to boards and commissions and serving as ceremonial leader. The mayor at that time was selected by the council each April for a one-year term and was not elected by voters.

In 2004, voters approved restoring direct election of the mayor and gave the office veto power over the city council. Mayors are now elected to two-year terms, while the city manager remains the overall chief executive.
