Morocco’s basic unit of local government is the commune. In 2014 the country had 1,538 communes: 256 urban (municipalities) and 1,282 rural. Some rural areas are counted as urban centers by the High Commission for Planning. The list below includes all Moroccan municipalities with 50,000 or more inhabitants from the 2014 census, plus one urban center from a rural commune that also has 50,000 or more. The 2014 census report also published legal population figures for seven major cities, some of which span more than one administrative unit; those figures are included, with notes explaining the city definitions used.
