History

Sweden has had diplomatic presence in Estonia since the 1800s. A Swedish consulate opened in Reval (Tallinn) in 1814, later becoming a vice-consulate in 1850. A consulate again operated in Reval in 1919. Estonia was recognized as an independent state by Sweden on 4 February 1921. In the summer of 1921, Sweden appointed a chargé d’affaires ad interim to head the Reval and Riga legation, and on 30 September 1921 Torsten Undén became Sweden’s first minister in Reval and Riga. After about a year, the legation was moved entirely to Riga, and Tallinn’s mission was downgraded to a consulate under the Riga embassy. The Tallinn consulate was closed in 1938. In 1939–1940 the Swedish envoy to Riga, Tallinn, and Kaunas recalled his post; in 1940 the Soviet occupation of the Baltic states led Sweden to close its missions in Tallinn, Riga, and Kaunas by 25 August 1940. In 1989 Sweden opened a branch office in Tallinn under the Consulate General in Leningrad. On 27 August 1991 Sweden decided to reestablish diplomatic relations with Estonia, effective 28 August. The consul was then named ambassador, and an embassy was opened in Tallinn on 29 August 1991.
