Ivar Arne Skulstad (born 16 May 1953) is a Norwegian Labour Party politician from Eidskog. He was the son of an industrial worker and a shop worker. He worked in the army (1972–1973), at Magnor Glassverk (1973–1975), NSB Reisebyrå (1975–1988) and Hedmark Energi (1988–1999). He served on Eidskog municipal council from 1979 to 2005, was deputy mayor (1983–1987) and mayor (1999–2005). He chaired Glåmdal regional council (2003–2005). He was a deputy representative to the Norwegian Parliament for Hedmark in 2005–2009 and 2009–2013, and served as a regular representative 2005–2009 while Sylvia Brustad was cabinet minister. He sat on the Standing Committee on Scrutiny and Constitutional Affairs.
