Central Finance and Contracts Unit (Turkey)
The Central Finance and Contracts Unit (CFCU) is Turkey’s government body that manages all EU-funded procurement in the country. It was created by a 2002 EU-Turkey agreement (signed February 14, 2002 and ratified January 29, 2003). CFCU handles budgeting, bidding, contracting, payments, accounting, and financial reporting for EU-funded programmes. It operates as an independent unit within the Ministry of Treasury and Finance but is attached to the Secretariat General for EU Affairs and the National Aid Coordinator. Decisions are made autonomously under a Programme Authorising Officer. The CFCU ensures EU procurement rules are followed and keeps proper reporting. It also advises line ministries’ Senior Programme Officers on EU external aid procedures, while the technical work remains with the SPO. As contracting authority, CFCU provides monthly reports on project status and finances to the National Fund, the National Aid Coordinator, and the EU Representation in Ankara.
