André Mbata Betu Kumesu Mangu (born 13 December 1960) is a Congolese politician and law professor. He serves as the First Vice President of the National Assembly, a position he has held since 27 April 2022. He comes from Bena Mbangal in Dimbelenge Territory, Kasaï-Central, and is a member of the UDPS party. Mbata was elected national deputy for Dimbelenge in the 2018 general election and sworn in on 28 January 2019. On 20 May 2021, he was named Chair of the Political, Administrative and Legal Commission, after being nominated by National Assembly President Christophe Mboso N'Kodia Pwanga, replacing Lucain Kasongo. He was re-elected as National Deputy and First Vice-President in the 2023 elections. Mbata is a professor of constitutional law at the University of Kinshasa and at the University of South Africa. He is a member of CODESRIA and the African Constitutional Law Network (RADCL). He has written several books, including On the Abolition of the Death Penalty and Constitutionalism in Africa and Nationalism, Pan-Africanism and African Reconstruction.
