Leeds City Council elections were held on 8 May 1969, with one third of the seats up for election. The Armley Conservative seat, held by a councillor who had defected to stand as Independent Conservative, hoped to defend it. Nationally, the Conservatives performed worse than the year before, while Labour’s support was more stable. The Liberals were the main beneficiaries, winning their largest share of the vote since 1963.

Three seats changed hands. The Liberals took West Hunslet from the Conservatives, Labour took Osmondthorpe from the Conservatives, and the Conservatives won Armley back from the Independent Conservative. Overall, the Liberals and Labour each gained one seat, while the Conservatives lost one seat in total.
