Director of the Civilian Planning and Conduct Capability
Managing Director of the Civilian Planning and Conduct Capability (MD.CPCC) heads the EEAS Civilian Planning and Conduct Capability and also serves as Civilian Operations Commander (CivOpsCdr). The current incumbent is Stefano Tomat. The MD.CPCC reports to the High Representative and is based at the NEO Building, Rue d'Arlon, Brussels, Belgium.
The CivOpsCdr has strategic command and control over the planning and conduct of all EU civilian crisis‑management missions under the EU's Common Security and Defence Policy (CSDP). The CivOpsCdr is supported by about 120 policy experts.
EU command and control is guided by political bodies made up of member state representatives, and decisions generally require unanimity.
