William Jesse Oliver (January 13, 1867 – March 28, 1925) was an American industrialist who built one of the South’s most successful contracting firms. He was born in Mishawaka, Indiana, the nephew of James Oliver, inventor of the chilled plow. After leaving home at 16 to work in railroad construction, he rose from bookkeeper to foreman and, at 23, started his own company, W.J. Oliver and Company. In the 1890s his firm won several railroad contracts across the Southern states, building hundreds of miles of track and various bridges.

In 1903 Oliver moved his operations to Knoxville, Tennessee, and in 1904 opened the William J. Oliver Manufacturing Company, a large machine shop on Dale Avenue. It became one of the South’s largest plants, producing railroad, mining, and construction equipment, as well as metal castings. He was also a leading concrete contractor and built numerous bridges and other structures, including the Clinch Avenue Viaduct in Knoxville and a cement plant in Cumberland Gap. In 1905 he began work on the Hales Bar Dam on the Tennessee River, a major hydroelectric project, but it was abandoned after cost overruns.

By 1907 Oliver’s company held about $30 million in contracts and had built hundreds of miles of railroad track, including the Stevenson extension that required a long tunnel through Lookout Mountain, completed in 1908.

Oliver sought to win the contract to build the Panama Canal. He submitted the lowest bid in 1907, but the project was ultimately awarded to others after concerns about his experience and leadership. He did win a separate contract to supply 500 steel dump cars for the canal.

In Knoxville and Tennessee politics, Oliver was an active figure. In 1908 he organized a bold move at the state Republican convention and was elected national committeeman, which led to clashes with rival factions. He supported Theodore Roosevelt and the Progressive movement in 1912 and helped promote Knoxville as a growing manufacturing city. He also led the Appalachian Exposition in 1910, a successful event that highlighted the region’s industry and resources and returned a profit.

Oliver organized the Knoxville, Sevierville and Eastern Railway, known as the Smoky Mountain Railroad, in 1907 to connect Knoxville with North Carolina, but financial troubles eventually forced the line to be taken over by local authorities.

During World War I his Knoxville factory produced artillery shells for Italy and, after the United States entered the war, for the U.S. Armed Forces. In 1916 the company faced a union drive and a lockout; in 1918 federal authorities seized the factory amid charges of sabotage, though the charges were later dropped. The company went bankrupt, and Oliver never fully recovered financially. He was badly injured in 1920 when struck by a truck near his Knoxville home and died on March 28, 1925. He is buried in Greenwood Cemetery in Knoxville. He was married to Blanche O’Brien.
