Victor Berlin
Victor Berlin is an American educator who specializes in information security. He has founded and led several accredited colleges, including the University of Fairfax and the University of Potomac, and he served as president of the University of Fairfax until 2010.
Berlin earned a B.A. from Cornell University and served on the business board of Cornell’s Daily Sun in 1966 and 1967. He received a Ph.D. from Northwestern University’s McCormick School of Engineering and Applied Science in 1975. His 1974 dissertation, “Organizational Structure and Effectiveness: An Administrative Experiment in an Urban Health Department,” led to an article in IEEE Transactions on Engineering Management. He was an Assistant Professor of Management at Boston College from 1973 to 1975 and later led the Experimental Methods division for the National Institute of Standards and Technology’s Experimental Technologies Incentives Program.
In 1979 Berlin became vice president of General Communications, Inc. (GCI) in Rockville, Maryland, a role he held until 1991. He then became president of Potomac College (now the University of the Potomac) in Rockville. The college, which targeted working adults, earned accreditation in December 1994. It was acquired by private investors in 1995 and reorganized as a for‑profit university in Washington, DC. Maryland regulators temporarily suspended operations amid concerns about standards, and the college eventually continued under new ownership.
In 1996 Berlin led the training division at Anteon International Corporation in Fairfax, Virginia, offering courses in Oracle, Java, and e‑commerce. In 2000 he helped launch Rockwell University within Anteon to offer master’s degrees in e‑commerce. Rockwell enrolled students in 2000 and was acquired by Pinnacle Software Solutions in June 2001; Berlin remained president until December 2001.
In 2002 Berlin founded the University of Fairfax in Salem, Virginia, which is accredited by DEAC. The university offers online graduate degrees (Master of Science, Doctor of Science, and Doctor of Information Assurance) and graduate certificates in Information Systems Security. In November 2007 Fairfax announced a collaboration with Jones International University’s School of Business to offer a dual degree program, combining Fairfax graduate degrees with an MBA in Information Security Management from Jones International. Berlin served as president of the University of Fairfax until 2010.
