Usman Oyibe Jibrin, born on 16 September 1959 in Okura Olafia, Kogi State, is a retired Nigerian Navy vice admiral who served as the 21st Chief of the Naval Staff from 20 January 2014 to 21 July 2015. Before becoming CNS, he was the Chief of Logistics and Director of Training at Defence Headquarters, Abuja.

Jibrin attended the Nigerian Defence Academy, where he was the Best Naval Cadet in his Regular Combatant Course and was commissioned as a Sub-Lieutenant on 1 January 1982. He began his career as a watch-keeping officer on NNS Damisa and NNS Aradu, then served as base intelligence officer at NNS Umalokun and as a flag lieutenant to senior officers in the Defence Intelligence Agency and the Navy Intelligence School. He also taught at the Navigation and Direction School, Nigerian Navy Ship Quorra.

From 1994 to 1996, he was a directing staff at the Armed Forces Command and Staff College, Jaji, then executive officer of NNS Enyimiri. In 1997 he commanded NNS OFIOM and, in 1998, NNS Ambe during Operation Liberty (ECOMOG), earning the Command at Sea Badge. In 2001 he became Deputy Director Attaché Management at the Defence Intelligence Agency and Naval Provost Marshal, and he later served as defence adviser to the Nigerian Embassy in Cameroon (2002–2006).

He was chief staff officer at the Sea Training Command, then commandant of the Defence Intelligence School (DIS) Abuja. He rose to rear admiral and served as Flag Officer Commanding Eastern Naval Command in 2010, coordinating Gulf of Guinea operations and the OBANGAME EXPRESS 2012 multinational exercise. In January 2014, he was appointed Chief of the Naval Staff and promoted to vice admiral on 5 February 2014.

Jibrin has earned several honors, including the Commander of the Order of the Federal Republic (CFR) and the Navy Distinguished Service Medal. He is married to Lami Ohiama Jibrin.
