Tseng Yung-chuan (born September 10, 1947) is a Taiwanese politician from the Kuomintang (KMT). He began his national career in the Legislative Yuan, serving as a member from 1993 to 2005 for Pingtung County, and as Vice President of the Legislative Yuan from 2008 to 2012.

Within the Kuomintang, he was Secretary-General from September 27, 2012 to June 3, 2014, under President Ma Ying-jeou. He also served as Secretary-General to the President from February 6 to September 27, 2012, and again from February 12, 2015 to May 20, 2016. In 2017 he briefly acted as KMT chairman, and then served as Secretary-General again from August 20, 2017 to January 15, 2020.

Tseng was born in Kaohsiung, Taiwan, and earned a BS from Feng Chia University and an MA from Northrop University. He has emphasized reform and government integrity, strengthening the KMT’s platform, and recruiting talented candidates, while promising to listen to the voices of people across Taiwan.
