TVP3 Białystok is a regional TVP station serving the Podlaskie Voivodeship in northeastern Poland. In July 1996, Telewizja Polska decided to create a Białystok regional station. It joined eleven other regional stations but initially had no license and no local programs. Kazimierz Puciłowski was named the first director, serving from 1 September 1996 to 31 August 1999. The first TV studio was built in January 1997. It was first located on St. Rocha Street, but renovations soon began for its permanent home at Włókiennicza Street 16A, in a former cash-and-carry building adapted for television. On 1 February 1997, Wojciech Worotyński was appointed vice-director of programming, a position he held until 31 December 1998. The first edition of Obiektyw, the local news program, aired on TVP2’s local programming slot on 16 February 1997. TVP3 Białystok officially launched on 21 December 1997.
