Spyridon Flogaitis, born 22 July 1950 in Lefkada, Greece, is a prominent Greek lawyer, legal scholar, and professor of public law at the University of Athens. He edits and founded several legal journals and serves as a judge on the Greek Council of State.

He has held government roles as caretaker Alternate Minister of European Affairs from 28 August to 23 September 2015 in the caretaker cabinet of Vassiliki Thanou-Christophilou, and twice served as interim Minister of the Interior, in 2007 and again before the 2009 elections. He is an independent.

Education and early career: He earned a law degree from the University of Athens in 1973, studied public law at Panthéon-Assas in Paris (Diplôme d'études supérieures 1974; PhD 1978), and earned a PhD in history from Pantheon-Sorbonne University in 1978. He began as a lawyer in 1974, was Assistant to the Legal Adviser to the Prime Minister (1981–82), joined the Council of State as a lawyer in 1984 and became a judge there in 2011. He has been a professor since 1992.

Other roles: He founded the law firm Flogaitis-Sioutis (1990); directed the Institute of Public Administration (1985); served on the board of the Hellenic Foundation for Culture; and held roles with the European Space Agency's Appeals Board (since 2011; vice president since 2013). He also served on the United Nations Administrative Tribunal from 2000 to 2009, including as president from 2006 to 2009.

Personal: He is married to Photini Pazartzis. He has received international honors, including the French Legion of Honour (Chevalier) and the Italian Republic’s Knight of the Order of Merit.
