Sergey Anatolyevich Zhvachkin (born January 20, 1957) is a Russian politician from United Russia. He served as the Governor of Tomsk Oblast from March 17, 2012, to May 10, 2022, including a period as acting governor from February 21 to September 10, 2017.

Before becoming governor, Zhvachkin was a deputy in the Tomsk Oblast Legislative Duma from 1999 to 2007. He also worked in the oil and gas industry and held leadership roles at Gazprom subsidiaries: he was general director of Kubangazprom in 2004 and head of Gazprom-TransGaz-Krasnodar in 2007. He was president of the football club FC Tom Tomsk from 1999 to 2012.

Zhvachkin was born in Molotov (now Perm). He graduated from Tyumen State University of Engineering and Construction in 1979 and the Gorky Institute of Engineering and Construction in 1983. In 1991 he studied economics in Kiel, Germany.

Medvedev nominated him for governor in 2012; the Tomsk Duma confirmed him on February 15, 2012, and he took office on March 17, 2012. He won a full term in the 2017 election with 60.58% of the vote and resigned on May 10, 2022.
