Otto L. Burns (September 11, 1868 – December 13, 1941) was an American politician who served as a Democratic member of the Wyoming House of Representatives from 1913 to 1915, representing Albany County. Born in Des Moines, Iowa, to L. D. Burns and Minerva Adams, he grew up in public schools and moved to the Wyoming Territory in 1886 to become a rancher and stock raiser. He died after being struck by a freight train while driving home to Laramie, seven miles north of the city. He is buried in Greenhill Cemetery in Laramie. He was married to Adelaide B. Burns.
