Michel Juneau-Katsuya is a former senior intelligence officer who worked with Canada’s Security Intelligence Service (CSIS). He started his career as a police officer with the Royal Canadian Mounted Police (RCMP) before moving to CSIS, where he served as a criminal investigator, a counterintelligence and counterterrorism officer, and later as a strategic analyst on global issues. In 1994, he warned that the biggest threat to the world wasn’t nuclear weapons but machetes, a point he says was borne out by the Rwandan genocide.

Today he is the president and CEO of The Northgate Group and is frequently cited in media as an expert on international espionage. He co-authored Nest of Spies: The Startling Truth About Foreign Agents At Work Within Canada's Border (2009) with Fabrice de Pierrebourg, and Ces espions venus d'ailleurs: Enquête sur les activités d'espionnage au Canada (2009). These books explore spy activities in Canada and offer ideas on how to defend against them.

Juneau-Katsuya wrote the afterword for The Mosaic Effect, a book by Scott McGregor and Ina Mitchell, in which he criticized the Canadian government for not recognizing the threat from the People’s Republic of China. He also co-authored Canada Under Siege: How P.E.I. Became a Forward Operating Base for the Chinese Communist Party with Garry Clement and Dean Baxendale, released in June 2025, which discusses scandals in the provincial nominee program and the influence of certain Chinese organizations.

In 2017 he spoke about China’s Confucius Institutes in the documentary In the Name of Confucius, noting that while they are marketed as language and cultural programs, they can be used to collect information on students and researchers. In 2021 he testified before the Parliament of Canada about Project Sidewinder, a joint CSIS-RCMP task force from 1997, saying there was political interference that led to its shutdown and that evidence was destroyed.
