Ohio banned casinos until 2009. Before that, residents went to nearby states that allowed gambling. In November 2009, voters approved a plan to open four Ohio casinos—one in Cincinnati, one in Columbus, one in Cleveland, and one in Toledo. The plan was expected to generate about $600 million in revenue, with the money redistributed to school districts and local governments. The measure passed 53–47.
