Comarcas of Navarre

Navarre is divided into 12 comarcas (eskualdeak in Basque) and 4 subregions (azpieskualdeak or subcomarcas). These are local administrative areas meant to provide services close to residents. They follow historic divisions of the Kingdom of Navarre, such as merindades or almiradio. In 2019, a Foral Law approved by the Barkos government established the 12 comarcas and 4 subregions. Before that, Navarre used Zonificación Navarra 2000 (from 2000). The plan to dissolve the old divisions and create the new ones started but was halted by the Chivite government, so the reform remains incomplete. Nevertheless, the 12 comarcas and 4 subregions exist officially today.
