Carl E. McGowan
Carl E. McGowan (May 7, 1911 – December 21, 1987) was a United States circuit judge on the United States Court of Appeals for the District of Columbia Circuit. He was born in Hymera, Indiana, and earned an AB from Dartmouth College in 1932 and an LL.B. from Columbia Law School in 1936. He practiced law in New York City, taught at Northwestern University School of Law, and served in the U.S. Naval Reserve during World War II. After the war he worked in Washington, D.C., taught again at Northwestern, and served as counsel to Illinois Governor Adlai Stevenson before moving to private practice in Chicago, where he was general counsel to the Chicago and North Western Railway from 1957 to 1963. In 1963 he was nominated by President John F. Kennedy to the D.C. Circuit, confirmed by the Senate, and received his commission that year. He briefly served as Chief Judge in 1981, then took senior status later that year and remained a senior judge until his death in 1987 in Washington, D.C.
