Başar Oktar (born May 19, 2002) is a Turkish figure skater who competes in men’s singles. He was born in Antalya and is based in Ankara. He began skating in 2008. His coach is Manuela Silvia Cristudor, and he skates for the Kuzeyin Yıldızları club.

Oktar showed promise on the junior circuit, making his World Junior Championships debut in 2016 and his ISU Junior Grand Prix debut later that year. He earned a senior silver at the Denkova-Staviski Cup in Bulgaria in 2017 and won bronze at the Bosphorus Cup in Istanbul the following year. He qualified for the free skate at the 2019 World Junior Championships, finishing 19th overall.

After moving to Ankara and changing coaches, he had two 10th-place finishes on the Junior Grand Prix circuit (Riga and Zagreb) and set a Turkish national record with 209.54 points at the Bosphorus Cup. He won gold at the 2020 Atatürk Cup and silver at the 2021 Turkish Championships. In the Challenger Series, he placed fourth at the Budapest Trophy and fifth at the Challenge Cup, setting another Turkish record of 217.05 points. He competed at the 2021 World Championships (28th) and finished 10th at the Nebelhorn Trophy, narrowly missing Olympic qualification, and later finished 20th at the Cup of Austria.
