Area codes 602, 480, and 623 cover most of the Phoenix, Arizona metropolitan area. The oldest, 602, started in 1947 for the whole state. As population and telecom services grew, Arizona used a couple of splits to add numbers: 520 was split off in 1995 for rural areas, and in 1999 480 (East Valley) and 623 (West Valley) were created in a three-way split, while most of Phoenix stayed in 602. After the split, calls within the Phoenix area were generally local.

By the early 2020s, 480 and 602 were running short of numbers, while 623 still had many unused codes. In 2021, the Arizona Corporation Commission decided to convert 602, 480, and 623 into a single overlay for the entire Phoenix area, removing the old boundary lines. The overlay went into effect in 2023, and ten-digit dialing became mandatory across the Valley (already required in 480).

With the overlay, numbers can be allocated anywhere in the Phoenix metro, helping supply grow without adding another area code.
