The 2004 Philippine House of Representatives elections were held on May 10, 2004 to elect the 13th Congress (2004–2007).

What was elected and how many seats
- Total seats: 261 (209 from districts, 52 from party-list)
- Majority needed: 131
- The election was held together with the presidential vote.

- The administration’s party, Lakas-CMD, and its K4 coalition won the majority of seats.

Leadership
- The Speaker remained Jose de Venecia Jr. of Lakas before and after the election.

Redistricting and rules
- Three new districts were created in Metro Manila and nearby areas.
- The country uses a mix of district seats and party-list seats, with rules on how party-list seats are allocated and how reapportionment/redistricting works between censuses. National reapportionment had not occurred since the 1987 constitution.
