Élisabeth Moreno
Élisabeth Moreno, born on 20 September 1970 in Tarrafal, Cape Verde, is a French-Cape Verdean businesswoman and politician. She moved to France with her family in the late 1970s to access medical care for her sister.
Her career spans business and leadership roles. She helped run a construction company with her husband and held key positions at France Telecom, Dell, Lenovo France (2017–2019), and Hewlett-Packard for Africa (2019–2020, based in South Africa). She earned an Executive MBA in 2006 from ESSEC Business School and the University of Mannheim.
From 6 July 2020 to 20 May 2022, Moreno served as Minister Delegate for Gender Equality, Diversity and Equal Opportunities at the Prime Minister’s Office in Jean Castex’s government.
During her time in government, she helped push a bill to protect victims of domestic violence, allowing doctors to break patient confidentiality if a life is in immediate danger.
In January 2022, she and Agnès Pannier-Runacher published a book on feminism.
In the 2022 legislative election, Moreno ran for the 9th constituency for French residents overseas but was narrowly defeated in the second round by Karim Ben Cheïkh.
