Victor Viktorovich Zobnev (born 7 June 1964) is a Russian politician serving as a senator from the Altai Republic since 7 October 2021. He was born in Rubtsovsk, Altai Krai, and graduated from Altai State Technical University in 1989. He served in the Soviet Army from 1982 to 1984, then went into private business and helped found Rubtsovsky Spare Parts Plant. He was elected deputy of the Altai Krai Legislative Assembly in 2008 and re-elected in 2011. From 2016 to 2021 he was a deputy in the 7th State Duma with the United Russia party. On 7 October 2021 he became the senator from the Altai Republic. Zobnev is under personal sanctions by the European Union, the United Kingdom, the United States, Canada, Switzerland, Australia, Ukraine and New Zealand for supporting Russia's actions in Ukraine, including ratifying treaties with the Donetsk and Luhansk People's Republics and backing Russia's annexation of Ukrainian territories.
