The CP80 Foundation is a U.S. group that wants the Internet filtered more easily to block porn. They promote education, Internet governance, and laws to reach this goal. One idea is the Internet Community Ports Act (ICPA), which would divide TCP/IP ports into “community ports” and “open ports” and require obscene material to use only open ports. They would designate port 80 (the usual port for HTTP and the Web) as a community port so porn can be blocked more easily by firewalls and filtering software. The Utah legislature approved a resolution urging Congress to pass this legislation. The foundation also supports fines for Wi‑Fi users who leave their routers open so others can use them, as a way to prevent minors from accessing porn. The American Library Association notes studies that challenge these filtering approaches. The CP80 Foundation began in 2005. Its chairman is Ralph Yarro III, who also chairs the SCO Group board.
