Terminal Inspection Act of 1916
The Terminal Inspection Act of 1916, part of the Rural Post Roads Act, required that any package mailed to a state address containing a plant or plant product be clearly labeled with its contents. The rule was an early effort to detect and respond quickly to invasive species.
