State Service for Mobilization and Conscription of Azerbaijan
The State Service for Mobilization and Conscription of Azerbaijan (Səfərbərlik və Hərbi Xidmətə Çağırış üzrə Dövlət Xidməti) is a government agency responsible for organizing military service and mobilization in Azerbaijan. It was created on February 13, 2012 by a presidential decree from Ilham Aliyev, replacing the old Military Commissariats under the Ministry of Defense.
The Service is led by Lieutenant General Arzu Yusif Rahimov, with Major General Zaur Abdullayev as the first deputy chief. Its structure includes the Service Office, local authorities, departments and divisions, and the Mobilization and Military service of the Nakhchivan Autonomous Republic. It operates both directly and through its agencies.
What it does: it calls citizens for active military service, reserve service, mobilization preparation and mobilization, and training for special military specialties. It runs programs for military training, including for peacekeepers and other armed forces during mobilization or war. It is the central executive body that sets state policy and regulation for military conscription.
Legal framework: the Service operates under the Constitution of Azerbaijan, international treaties Azerbaijan is a party to, and national laws, presidential decrees, Cabinet resolutions, its own Statute, and other normative acts. Civil servants are governed by the Law on Civil Service; civilian workers fall under the Labor Code, while military personnel are governed by laws on military duties and service and the Armed Forces Statutes.
