Seibu Keisatsu Special
Seibu Keisatsu Special is a two-hour Japanese TV drama that aired on TV Asahi on October 31, 2004. It continues the Seibu Keisatsu series and follows the Hatomura Force as they fight terrorism. The story was made to mark the 17th anniversary of Yujiro Ishihara’s death.
The story starts with Kazuma Tachibana, a Tokyo detective who works with New York Police Department detective Bob Anderson. They chase a criminal named Chan in New York. Chan is arrested, but Anderson is killed. Grief-stricken, Kazuma returns to Tokyo with Masaomi Niimi to face trial.
Back in Tokyo, Section Chief Keisuke Daimon and the Hatomura Force learn about a new terrorist plot. A group called Black Hawk, led by Makoto Suzuki, is arranging attacks and has ties to Niimi. The team works to stop them.
In Miyazaki, Black Hawk takes hostages in a hotel. Naomi Kusaka, a bomb squad officer, is involved in the mission. Suzuki’s group demands Niimi’s release in exchange for the hostages. The authorities face a difficult choice and plan a careful rescue.
A hacker named Toshio Hiura helps the police by exposing clues. The terrorists use a bomb timer linked to a bus, labeled NS-990VR. The police evacuate the bus, and Kazuma drives the empty bus into a field as a safe stand-in moment, just before the bomb explodes.
Niimi reveals there is a second bomb. Kengo Kusaka, a key official, tries to locate it but is killed by Suzuki during the search. The plan shifts to a hostage exchange in a hotel lobby, while the Hatomura Force surrounds the terrorists.
The battle spreads to the Black Hawk headquarters. Naomi cries for her father, who led the counter-terrorism efforts and had written clues on his hand. Naomi later finds the second bomb’s location aboard the Marine Express ferry. With lasers blocking access, she must remove her gear and use her late father’s pen to jam the bomb’s trigger.
A final assault on the HQ follows. The police fight the terrorists and disable many of their weapons, but Suzuki and Kazuma have a brutal confrontation. Suzuki is killed, but a last bomb detonates as the Hatomura Force escapes, destroying the headquarters.
Seibu Keisatsu Special ends with the terrorists defeated but at great cost, showing the courage and sacrifices of the officers who protect the city.
