Roy Maulanin Loyola (born February 17, 1962) is a Filipino lawyer and politician who represents Cavite’s 5th district in the House of Representatives. He has held the seat since 2022 and previously from 2010 to 2019, after Cavite created the 5th district in 1999. He has also served as mayor of Carmona, Cavite, for multiple terms: 1995–2004, 2007–2010, and 2019–2022, helping Carmona transition to city status in 2023.

Loyola is married to Dahlia Loyola, who has also served as Carmona’s mayor and as representative of Cavite’s 5th District. The district’s 5th was created during his time as mayor in 1999. Some legal challenges during his career were dismissed by the Ombudsman in 2002, and the Supreme Court rejected a challenge to his appointments in 2011.

As a congressman, he pushed for Carmona to become a component city, which was achieved in 2023. He voted in favor of impeaching Ombudsman Merceditas Gutierrez in 2011, supported the death penalty bill in 2017, the absolute divorce bill in 2024, and the revocation of Sonshine Media Network International’s franchise in 2024.

Party affiliations include NPC (since 2018), PDP–Laban (2016–2018), and the Liberal Party (2010–2016).
