Politics of Liguria
Liguria’s politics operate as a presidential representative democracy with a multi-party system. The President of the Region is the head of government, while legislative power is shared by the Regional Government and the Regional Council.
Regional Government: The President of the Region leads the government and is elected for five years. The President is supported by 11 ministers (assessori), including a Vice President.
Regional Council: The council has 40 members. Thirty-two councillors are elected from provincial constituencies by proportional representation. Eight councillors come from a regional list, including the President-elect. One seat is reserved for the runner-up in the regional vote.
Electoral rules: If the governing coalition wins more than half of the seats via proportional representation, the regional list contributes only four seats and the total provincial seats become 36. If the winning coalition receives less than 40% of votes, extra seats are added to give the President’s coalition a large majority. The council is elected for five years; if the President loses confidence, resigns, or dies, the President and the Council are dissolved and a snap election is held (simul stabunt simul cadent).
The latest regional election was held on 28–29 October 2024. Marco Bucci, an independent centre-right mayor of Genoa, narrowly defeated Andrea Orlando of the Democratic Party, keeping Liguria in the centre-right bloc.
