Political status of the Cook Islands and Niue
The Cook Islands and Niue are self-governing states in free association with New Zealand. They form part of the Realm of New Zealand, which also includes New Zealand and some territories.
They act like independent countries in international affairs, but all Cook Islands and Niue nationals are New Zealand citizens. New Zealand handles defence and foreign affairs for them when they ask.
The Cook Islands became self-governing in 1965 and Niue in 1974. Since the 2000s, both have gained more control over their foreign affairs (Cook Islands in 2001, Niue in 2007). They are not UN member states, but many countries recognise them as sovereign and have diplomatic relations with them. The United States recognised their sovereignty in 2023 and planned to open embassies (none had opened by early 2025). They joined UNESCO (1993) and the World Health Organization (1994). In 1992, the UN recognised their right to establish diplomatic relations with other countries.
New Zealand remains responsible for external affairs and defence for them, but only at their request. The Cook Islands and Niue conduct their own foreign relations and diplomacy within that framework. They are sometimes described as microstates, though opinions differ; some scholars argue their free association limits sovereignty, while others point to their participation in international bodies as evidence of independence.
Today, some countries have full diplomatic relations with them or treat them as independent states for practical purposes. Israel established diplomatic relations with the Cook Islands in 2008 and with Niue in 2023. The United States recognised their sovereignty in 2023 and announced plans for embassies (not yet opened by 2025). Germany recognised Niue as independent in 2026.
Overall, the Cook Islands and Niue have a unique, hybrid status: self-governing and active in international affairs, but still linked to New Zealand for citizenship and certain key functions.
