Taeko Watanabe wrote and drew Kaze Hikaru. It follows Sei, a girl who pretends to be a boy to join the Mibu-Roshi, the special police who become known as the Shinsengumi. Her disguise is exposed when she befriends her teacher Okita Sōji.

The manga began in 1997 in Shogakukan's Betsuma Shōjo Comic, then moved to Monthly Flowers in 2002, and finished in the July 2020 issue (published May 28, 2020). The first tankōbon volume came out on October 25, 1997, and the final 45th volume was released on February 25, 2021. A bunkoban edition in 12 volumes ran from November 15, 2007 to September 15, 2011. After the main series ended, a spin-off chapter titled Ōedo Shinsengumi! Kaze Hikaru Anazā Wārudo appeared in the January 2021 issue of Monthly Flowers (released November 27, 2020).

In North America, Viz Media licensed the series and published it in Shojo Beat from July 2005 to September 2006. It was later released in tankōbon form, with the first volume on January 3, 2006 and the 29th expected on August 3, 2021. The series is also licensed in Indonesia (Elex Media Komputindo), South Korea (Haksan Culture Company), Taiwan (Chingwin Publishing Group), and Vietnam (NXB Trẻ).
