Kiisa Power Plant
Kiisa Emergency Reserve Power Plant is an emergency power facility in Kiisa, Estonia, about 25 km from Tallinn. Owned and operated by Elering, it uses natural gas as the main fuel with light fuel oil as a backup. The plant has two units: 110 MW and 140 MW, built with Wärtsilä 20V34DF engines (each unit consists of 10 MW generators), for a total capacity of 250 MW. Construction began in 2011, with the first unit commissioned in January 2014 and the second in July 2014; the project cost €135 million. It sits next to the Kiisa 110/330 kV substation and connects to Estonia's main transmission lines. Designed to be fully online within 10 minutes during emergencies, it operates automatically and does not require permanent on-site staff. The plant is connected to the natural gas grid and has an oil terminal capable of storing up to 14,000 cubic metres (about 490,000 cubic feet) of diesel. Its 250 MW capacity represents roughly one-sixth of Estonia’s peak electricity demand.
