Two people died in a kidnapping case in the Philippines. Anson Que, a Filipino-Chinese businessman who owned Elison Steel, and his driver Armanie Pabillo were abducted in late March. They were last seen leaving Que’s office in Valenzuela on the way to a meeting in Parañaque. At first, some reports said they were kidnapped at a seafood restaurant in Pasay, but investigators later said Que had already left Valenzuela before vanishing. The family paid a ransom of about ₱100 million, but Que and Pabillo were killed.
On April 9, 2025, their bodies were found along a roadside in Sitio Odiongan, Macabud, Rodriguez, Rizal. Their faces were wrapped in duct tape and they were inside a nylon bag. Que’s Lexus LM350 was found abandoned in Bahay Toro, Quezon City; residents said two men in hoodies left the area in a van around 4 p.m.
Reaction: The killings were condemned by three major business groups—the Philippine Chamber of Commerce and Industry (PCCI), the Federation of Filipino Chinese Chambers of Commerce and Industry (FFCCCII), and the Philippine Exporters Confederation (PhilExport)—who called it a grotesque violation of humanity. Que was described as a civic leader involved in philanthropy; his family denies any links to online gambling or POGO businesses, saying he stayed in legitimate ventures.
Investigation and aftermath: The Department of Justice said it would form an anti-kidnapping task force to improve information sharing and would create a special court to handle kidnapping cases. By April 11, police said suspects had been identified. There were leadership changes in the anti-kidnapping group, with Brig. Gen. Elmer Ragay relieved and replaced by Police Col. David Poklay; Ragay was later reinstated as acting director during the election period.
