Joy E. Carter, CBE, DL, FGS (born 26 December 1955) is a British geologist and academic who specializes in geochemistry. From 2006 to 2021 she was Vice-Chancellor of the University of Winchester.

She has taught at the University of Reading, the University of Derby, and the University of Glamorgan, where she was pro-vice-chancellor. Since 2013 she has chaired GuildHE, an association of heads of British universities, and she was chair of the Cathedrals Group from 2011.

She studied at the University of Durham, earning a BSc in 1977, and at the University of Lancaster, earning a PhD in 1980. Her PhD looked at the geochemistry of mercury in estuarine mixing and sedimentation.

In March 2013 she was appointed Deputy Lieutenant to the Lord-Lieutenant of Hampshire. In 2018 she was made a Commander of the Order of the British Empire (CBE) for services to higher education.
