Jakarta Elevated Toll Road
Jakarta Elevated Toll Road, also known as Jakarta Inner Ring Road 2 (JIRR II), is a plan to build six elevated toll roads in Jakarta. When finished, they would total about 69.8 km and will be built and run by PT Jakarta Tollroad Development (JTD). The roads will connect to Jakarta Outer Ring Road 1 and 2 and will include a dedicated lane for public transport, plus lanes for cars and for TransJakarta buses.
The main idea is to ease traffic in the city by moving vehicles away from central Jakarta and away from the inner toll road network. The elevated roads are designed with long gaps between on/off ramps to prevent traffic buildup.
Construction is split into three stages. Stage 1 (about 20.23 km, costing around Rp9.76 trillion) is currently under way. Stages 2 and 3 will be built in parallel. The remaining segments add up to about 49.54 km with these estimated costs: 9.44 km for Rp7.37 trillion; 12.65 km for Rp5.96 trillion; 9.60 km for Rp6.95 trillion; 8.70 km for Rp4.25 trillion; and 9.15 km for Rp5.71 trillion. The total project length is 69.77 km.
An Environmental Impact Assessment was completed in January 2014 to guide development. One section of the project (the 9.44 km segment) has been under construction since February 2017 and was completed on July 19, 2021.
All elevated toll roads are planned to include a dedicated public transport lane, alongside two lanes for cars and one lane for TransJakarta buses.
The bidding process uses a Right to Match rule: the lowest bid is offered to the Jakarta administration first, and the consortium must agree for that bid to win. PT Jasa Marga, a major toll operator, has said it will not participate in this tender. Some experts say that, despite the new roads, congestion may not be greatly reduced because the routes run close to or parallel with existing roads.
